Abstract
This paper is an attempt at grounded theory formation in the quest to explain how and when country ownership of development is realised in the context of international development. The Community Leadership Model (CLM) is a culmination of interpretive analysis derived from data garnered through fieldwork in the Parishes in Jamaica, review of documentary evidence, interviews, synthesis and observational methods. The essence of the investigation was to examine the nature of the new organisational relationships and arrangements for local development, and the sustainability of the developmental outcomes achieved through the CLM. The CLM, as postulated, is meant to capture institutions, processes and outcomes of community or Non-State Actor capacity that is enhanced or scaled-up through the application of financial and technical aid that sustains local leadership structures and build management acumen for sustainable ownership of development.
